What if data could help local governments reduce their risk?

NLC Mutual is a member-owned reinsurance provider serving public entity risk pools across the United States. Founded with the support of the National League of Cities, NLC Mutual operates as a collaborative network of state league-sponsored pools that collectively insure thousands of municipalities.
http://www.nlcmutual.com/- Challenge: NLC Mutual struggled with a siloed systems, manual reporting, and limited access to actionable insights.
- Solution: NLC Mutual fully integrated Domo with its Claims/Underwriting system to serve as its primary reporting layer.
- Impact: Team members now rely on automated alerts, scheduled reports, and real-time dashboards to monitor performance, generate external reports, and stay ahead of issues without delay.

NLC MUTUAL EXPANDS INSURANCE INSIGHTS ACROSS 24 STATES WITH DOMO.
When cities and counties face million-dollar claims from things like hail, wildfires, earthquakes, or law enforcement liability, NLC Mutual is there to help them weather the storm. As a member-owned reinsurer serving public entity insurance pools across the country, NLC Mutual helps protect local governments while giving them insight into how to manage risk more effectively.
With Domo, NLC Mutual empowered 24 state insurance pools across the country with the data they need to make smarter underwriting decisions and benchmark performance across states.
“Giving our members access to Domo helped them be more efficient and grow their revenue while helping us grow our own revenue by 50 percent over the last five years,” said Mark Snodgrass, director of business intelligence at NLC Mutual.

Removing technology barriers
NLC Mutual and its member pools leverage complex insurance data across hundreds of cities and counties, along with publicly available data, in order to evaluate claims, manage risk, and support smarter underwriting decisions. Before Domo, members were often forced to cobble together spreadsheets, chase down siloed systems, and manually prepare reports weeks in advance of meetings with local governments.
“The data was so hard to extract and look at, and members were just looking at spreadsheets and tables of data rather than visualizations that could really tell a story,” Snodgrass said.
To better support members, NLC Mutual decided to begin providing access to Domo as a member benefit.
“Providing Domo as a tool for our members lets them better analyze their claims, understand their underwriting portfolio, and give them better insights,” Snodgrass said. “Our members are pools governed by cities themselves, so it’s not about how they can get big dollar premiums, but how they can serve their cities better.”
NLC Mutual provides access to aggregated data that is pushed to their own Domo instance so they can use data to manage and analyze risk exposure across hundreds of cities and counties.
“There have been previous efforts to nationalize public entity data, which took years and vast amounts of money and resources, but ultimately failed due to technology barriers. When we chose Domo, the technology barrier went away,” said Ryan Draughn, chief information officer at NLC Mutual.
Thanks to Domo’s ease of use and flexible consumption pricing, members can explore data and embed dashboards into their own member portals. Rather than worry about user limits or add-on costs, members can use Domo as they see fit. “Once we moved to consumption, everything was available to us. We realized how much we could utilize it,” Draughn said.
“The consumption model opened up doors for us and for our members that previously were closed. With the consumption model, there’s no limit to the users that they can add. We’ve seen much greater adoption, with more of their staff using Domo, along with members using Domo Everywhere so their cities can self-serve their claims history instead of asking for it,” Snodgrass said.
Sharing insights across 24 states
Among the most widely adopted tools that members use is the member overview scorecard, which allows underwriters and claims teams to quickly assess loss history by city, department, vehicle type, or property.
“When they’re going to meet with a city, they can quickly pull that up, filter to a particular city, and see their claims history and losses with just a click of a button,” Snodgrass said. “Before Domo, these reports had to be prepared weeks in advance.”
Members also use Domo to benchmark performance across states. With Domo Publish, NLC Mutual aggregates data from all 24 member pools into a unified national view so members can compare their trends with others and uncover outliers in everything from property claims to law enforcement incidents.
“When a state is looking at how they best serve the municipalities in their state, they can utilize work that we facilitate at the national level from other states,” said Draughn.
NLC Mutual is also using Domo.AI internally to connect to third-party data sources and support members with emerging risk scenarios, such as connecting to NOAA’s hurricane data and overlaying storm paths with insured properties. “This helps them chart the path so they can see which areas are going to be in a high impact that we should warn our members about,” Snodgrass said.
Internally, NLC Mutual has fully integrated Domo with its claims and underwriting system to serve as its primary reporting layer. Teams rely on automated alerts, scheduled reports, and real-time dashboards to monitor performance, answer questions, and stay ahead of issues without delay. “Reports that used to take six to eight weeks are now done in a day, sometimes within an hour,” Draughn said.

“We chose Domo primarily for its ease of use. We wanted a non-technical claims manager, an underwriter, or an executive to be able to use the tools and make the right decisions,” Draughn said. “It enabled us to do everything we wanted to do while providing a tool that was easy to use.”
